"Our defense forces were not warned about this restriction, which led to the disruption of a number of missions," he wrote, adding it "cannot be a coincidence and is linked to the current political situation." Serhii Sternenko reported drops above 160 km/h and said critical missions were disrupted; A frontline unit source confirmed outages. SpaceX and Ukrainian authorities have not publicly confirmed the cause or scope. Russia struck Kyiv with ballistic missiles Oct. 12-13 with no advance warning, hitting CHP-4 and an apartment building; further strikes before dawn Oct. 14 killed three. CNN reported Oct. 12 the Trump administration warned it could suspend intelligence sharing unless Ukraine stopped strikes on Russian energy facilities. Trump said, "No, we haven't. We're helping Ukraine." Musk said Zelensky had "gone too far." SpaceX has supplied Starlink to Ukraine since days into the 2022 invasion.
