Zelensky Vows Strikes on Russian Refineries

Ukrainian President Volodymyr Zelensky says Ukraine will intensify strikes on Russian oil refineries, calling them a response to Russia’s expanding attacks on Ukrainian infrastructure and civilians. He says Ukrainian intelligence documents describe a broader Russian winter strategy targeting roads, schools, hospitals and logistics to pressure residents to leave cities; Moscow has not confirmed the alleged strategy and says its strikes target military-related infrastructure. Zelensky says Ukraine will avoid deliberately targeting civilians and sees no sign Russia is ready for an energy ceasefire, despite U.S. President Donald Trump’s calls to halt attacks on energy infrastructure. In an overnight attack, Russia struck a civilian cargo ship in Odesa, killing one crew member and injuring three, and damaged bridges and other sites. Russian strikes have also damaged Ukrainian energy facilities, including the Trypilska power plant near Kyiv, and caused power cuts in several regions as winter approaches; reports of an earlier assault put the civilian death toll at four to seven, including a child.
