U.S. Envoys Meet Ukrainian Officials in Miami

U.S. envoys Steve Witkoff and Jared Kushner are meeting Ukrainian officials in Miami on Oct. 9–10, with European, EU and NATO representatives invited, to discuss proposals for ending Russia’s war against Ukraine. The talks are expected to address security guarantees, postwar economic plans and possible energy and Black Sea ceasefires as Washington seeks a unified proposal. Negotiations remain stalled over Moscow’s territorial demands, including control of Donetsk, which Kyiv rejects; U.S. Secretary of State Marco Rubio has called the situation a dangerous stalemate and said a negotiated end is currently out of reach. President Donald Trump is pursuing high-level diplomacy, and the envoys may travel to Moscow later this month for further talks with Vladimir Putin.
