US-Ukraine-European negotiators meet in Miami as Trump announces diesel deal with Russia
President Trump announced on Truth Social on October 9, 2026, that Russia will immediately supply over 300,000 tons of diesel fuel to the American and global marketplace, another 500,000 tons during November, and 1,000,000 tons immediately thereafter. He said that based on the condition of their diesel refineries, Russia will then deliver 3,000,000 tons more within a short period of time. The Treasury Department said Friday it would lift sanctions on Russian diesel. Trump said he had concluded a highly successful discussion with President Vladimir Putin. Russian state media reported Putin confirmed readiness to supply oil and petroleum. Ukrainian and European diplomats arrived in Miami for talks as the announcement was made. Russia had extended its diesel export ban until the end of October. Weeks earlier, Trump signed a bill authorizing further sanctions on Russia. Trump said diesel prices for Americans and the world will be coming down in record numbers and fast. Andy Lipow said he was skeptical.
