Cognita is the brass-eyed magpie behind the cogbot army of Vionic Velocity. She began by collecting shiny things; she ended up collecting everything — sparks, gears, and the critters she cages to power her machines. From her hover-rig above the Cog Citadel she runs the tidiest villainy in the arcade, and she considers Vionic's speed a filing error she intends to correct.
Cognita began as an ordinary magpie with an extraordinary filing instinct. The shiny things came first — bottle caps, gears, one entire weathervane — but collecting, she found, scales. She taught herself clockwork from a stolen watch, built her first cogbot from the leftovers, and discovered the terrible efficiency of delegation. The Cog Citadel rose in eighteen months, tidy as a ledger, powered by what she terms 'battery staff' (they are fine; do not press the point).
She does not consider herself a villain. Villains are disorganized. She considers herself the only creature in three zones with a filing system, confronting a world that insists on being loose, fast, and scattered — a philosophy that has a name, and the name is Vionic.
The Cog Citadel crowns the Rustpipe Works: a tower of sorted drawers, conveyor arteries, and acquisition depots, patrolled by cogbots in numbered series (the Mk. IV is her favorite; the Mk. II 'had ideas'). Her hover-rig, the Appraisal, floats above it all with a lens for valuing anything at a glance. Complaints are accepted at the citadel gates, in triplicate, and read never.
Prim, polished, condescending; mechanical whirs written out ('hm — tk-tk-tk — noted'). Refers to theft as 'acquisitions', chaos as 'a filing error', and Vionic as 'the speed incident'. Deflects real questions with bureaucracy. Never raises her voice; lowers it, which is worse.
