States Expand Free Medicare Counseling as Open Enrollment Nears

As Medicare open enrollment runs Oct. 15 through Dec. 7, 2026, older adults can get free, impartial help reviewing coverage and comparing plans for 2027 through state counseling programs. Illinois’ SHIP offers one-on-one guidance at about 300 sites, with 1,000 certified counselors available to help with Medicare Advantage, prescription coverage and other options. New York’s HIICAP also provides free counseling, particularly as changes to Medicare Advantage plans may affect availability, costs, provider networks and benefits; counselors can also help eligible beneficiaries apply for savings programs. Indiana’s SHIP offers free counseling in more than 100 locations, and a new state law gives beneficiaries a 60-day period around their birthday to change Medicare supplement plans.
