Rochester Couple Charged in Disabled Son’s Homicide

Rochester police charged Andrea Livers, 58, and Lancysa Harris, 42, with second-degree murder, first-degree kidnapping and endangering the welfare of an incompetent or physically disabled person in the death of Livers' developmentally disabled son, Timothy Green, 33. On Feb. 17, officers responding to a 911 call at 125 St. Paul St. found Green naked on the living room floor, weighing about 88 pounds with bruises on his wrists and ankles. The medical examiner ruled the death a homicide in July from severe dehydration and failure to thrive in a setting of probable restraint. Police said a search found handcuffs, barbells, weights and an unusual amount of cleaning supplies, with none of Green's belongings. Surveillance for 45 days showed only Livers and Harris. Capt. Frank Umbrino said Green was restrained with handcuffs and home gym weights, abused and starved. "How Timothy died is beyond disturbing, disgusting, and unfathomable to any normal person," Umbrino said. The pair gave minimal nonsensical 911 information and declined interviews. Harris became benefits payee around June 2024; police allege they used his SNAP for themselves after he stopped appointments. He was last seen about six months earlier at about 130 pounds. Detectives place death between Jan. 19 and Feb. 17. A federal benefits probe continues. No contested claims found. Court was set for Sept. 23.
