Portland Begins 45-Day Notice on Drone Moratorium
Portland City Council has begun the process of considering a temporary pause on new facilities that support commercial drone operations, voting to give the state-required 45-day notice. The vote does not impose a moratorium or change current rules; councilors say a pause could give the city time to develop regulations for facilities that existing land-use code does not specifically address. The debate follows Amazon’s proposal to establish a Prime Air drone delivery hub at its North Portland fulfillment center, which has drawn nearby residents’ concerns about noise, privacy and environmental impacts. Amazon canceled a scheduled meeting with city permitting officials and has not announced a new date. City staff have determined the drones would be treated as helicopters under current zoning, potentially requiring a conditional-use review and public hearing before the project could proceed.
