Colorado Local Ballot Measures Propose Tax Changes
Pueblo-area voters are being asked whether to waive a state property-tax revenue limit for the Pueblo City-County Library District, without increasing taxes, so it can retain revenue under its existing voter-approved rate. Pueblo ballot questions also propose a 0.167% sales-tax increase for zoo operations and improvements for five years, raising up to about $3.77 million in the first full year, and a 0.25% sales-and-use tax for city fire and public-safety purposes, estimated to raise about $5.88 million annually. Elbert Fire Protection District’s measure would raise property taxes by $497,646 in 2027 and annually through 2051 to fund new fire stations, and waive the 5.25% property-tax limit. School bond proposals include up to $80 million for Cheyenne Mountain District 12, with repayment capped at $162 million, for safety work, a replacement Skyway Elementary and building-system upgrades; Colorado Springs District 11 seeks $775 million in debt, with repayment capped at $1.48 billion, for capital projects including facility and career-technical education improvements. El Paso County voters are also considering extending the existing 0.23% public-safety sales tax through 2037, with no tax increase, to fund specified law-enforcement, jail, communications and wildfire-response needs.
