AI, Semiconductor Cooperation Spans 35 Countries
International cooperation is emerging as a central theme in efforts to manage AI’s growth and build the technology’s underlying infrastructure. Experts backing President Xi Jinping’s proposed BRICS AI initiatives say open-source collaboration could help developing economies narrow technology gaps, provided it is paired with cybersecurity safeguards, technical support and domestic skills development. Pennsylvania Gov. Josh Shapiro urged national and international regulation of AI, arguing that state-level guardrails cannot address risks such as misuse and loss of human control, while criticizing President Donald Trump and congressional Republicans for failing to act. India’s semiconductor strategy similarly emphasizes sovereign capabilities alongside trusted global partnerships, recognizing that no country can independently produce an entire chip and that diversified supply chains are essential. At the AICAS 2026 conference in Vietnam, researchers and technology companies from 35 countries examined AI circuits, computing architecture, edge systems and energy-efficient hardware, underscoring the importance of cross-border research to make AI more practical and affordable.
